People realize the importance of policies when in crisis. California, the 7th largest economy in the world, had enjoyed decades of economic booming. Today, the state faces, among many other problems, staggering deficit, stalled economic growth, and growing energy pressures. Is it merely economical cycles? What policies had worked so well for California before? What must California do to regain its economic and innovation strength? Will China play a role in the recovering?
It is our great honor to present Tom Campbell, former State Finance Director, State Senator and U.S. Congressman, and currently a frontrunner as the Republican Governor candidate, to give us his insights on his takes on these questions.

Biography of Speaker
Tom Campbell has a Ph.D. in economics from the University of Chicago and a JD from Harvard University. At the University of Chicago, Tom’s faculty advisor was Milton Friedman. Tom’s free market economics training cemented a life-long commitment to limited government and greater individual liberty.
After serving in the Reagan Administration and becoming a tenured Professor at Stanford Law School, Tom was elected five times to the U.S. Congress, representing districts in the Silicon Valley. He was also elected a California State Senator, and served as Director of Finance for the State of California. During Tom’s tenure as State Finance Director, California’s budget was balanced with no tax increases, no new borrowing, and no accounting gimmicks. Tom was also the Dean of Haas School of Business at UC Berkeley from 2002 to 2008.
The National Taxpayers Union Foundation named Tom the most frugal member of the 102nd Congress, and the California Journal named Tom the “State Senate’s best problem-solver”.
